Igor Koutsenok,
MD - Director, I-ATTC Ukraine
Dr. Igor Koutsenok is а Professor of Psychiatry at the University of California San Diego, Director of the UCSD Center for Addiction Research, Training and Application, Director of the SAMHSA PEPFAR International Addiction Technology Transfer Center Ukraine, and a codirector of the SAMHSA PEPFAR South East Asia Addiction Technology Transfer Center. He graduated as a medical doctor in 1983 at the National Medical University in Kiev, (Ukraine). In 1986, he completed his psychiatry residency training and received degree as psychiatrist from the Medical University in Sofia (Bulgaria). In 19921996 he completed fellowship in addiction psychiatry at the University of London, Department of Addictive Behavior and Psychological Medicine at St. Georges Hospital Medical School. In 1996, he was recruited by the University of California San Diego, School of Medicine, Department of Psychiatry and since then he serves as a faculty member of the Department. In 2013-2016 he served as Chief of Prevention, Treatment, and Rehabilitation at the United Nations Office on Drugs and Crime, United Nations Office in Vienna. Over the last 20 years Dr. Koutsenok led the design and implementation of multiple training and technical assistance programs for addiction treatment, mental health practitioners, primary health care and social work practitioners, criminal justice professionals in the United States and around the world. Dr. Koutsenok is also a member of the International Motivational Interviewing Network of Trainers (MINT). For many years, Dr. Koutsenok teaches general and addiction psychiatry to medical students, psychiatry residents, psychology trainees, social workers, criminal justice professionals, and policy makers. He is a recipient of numerous national and international awards. He has authored and coauthored over 50 scientific publications, two monographs, and six book chapters. Dr. Koutsenok has been invited as a presenter and trainer to hundreds of conferences and workshops in the USA and more than 40 countries around the world.
David Grelotti,
MD, I-ATTC Ukraine, Co-Director
Dr. Grelotti is Assistant Professor of Psychiatry at the University of California San Diego and an Investigator at the University of California Center for Medicinal Cannabis Research. He graduated from medical school at The Johns Hopkins University School of Medicine and completed residency training in the Harvard Medical School Combined Pediatrics, Adult Psychiatry, and Child Psychiatry Residency Training Program at Massachusetts General Hospital and McLean Hospital. After residency training, he worked extensively in Haiti and Africa to close the treatment gap for mental, neurological, and substance use disorders. At UC San Diego, he is the Director of HIV Psychiatry and conducts research on HIV syndemics, global mental health, and medicinal cannabis. Active research efforts include: novel systems for the delivery of mental health treatment for people living with HIV in Haiti and the US; the relationship between HIV and cannabis, heroin, and recreational antiretroviral use in South Africa; and cannabis-related driving impairment and a randomized, placebo-controlled clinical trial of cannabis for low back pain at the Center for Medicinal Cannabis Research. His research is funded by the National Institutes of Health and the State of California.
Sherry Larkins,
Ph.D., I-ATTC Ukraine, Co-Director
Dr. Larkins has worked for Friends Research Institute and UCLA’s Integrated Substance Abuse Programs since 1998. She currently directs ISAP’s International Training and Education efforts, including 2 SAMHSA-funded projects in Southeast Asia. She also leads the training and education efforts of ISAP’s visiting scholars. Prior to her current position, she directed training and technical assistance initiatives for the Los Angeles County, Department of Mental Health. She has led multiple epidemiological and clinical research studies, including ones investigating the spread of HIV and other sexually transmitted infections among substance users. She has been involved in substance abuse research for over 20 years and completed her doctorate in medical sociology at Rutgers University in 1999. Her research interests include stimulant abuse, substance abuse treatment for marginalized populations, sexual risk behaviors associated with sub-stance use, and qualitative methodologies.
Anna Blyum,
MS, I-ATTC Project Coordinator - UCSD
Ms. Blyum is originally from Kazakhstan. She is an alumna of E. Muskie Graduate Fellowship and holds BAs in Foreign Languages and Physical Training and MS in Urban Policy Analysis and Management from The New School, NYC. Currently she is working on her PhD degree at SDSU/UCSD Joint Doctoral Program in Interdisciplinary Research on Substance Use. Her research interest lies in the interface between substance use and de-linquency in youth and adolescents, or, more specifically, on the evaluation of prevention and treatment policies and interventions related to this population. Prior to starting the JDP in August 2017, she served as a Senior Program Officer for Central Asia and Af-ghanistan at the Colombo Plan International Center for Credentialing and Education of Addiction Professionals (ICCE) in support of the Center’s mission to professionalize the drug demand reduction workforce globally. Ms. Blyum is a credentialed International Certified Addiction Professional (ICAP I) and continues her extensive training in the field.
Iryna Pinchuk,
MD, PhD, Director I-ATTC Ukraine
Dr. Iryna Pinchuk is а Director of the Ukrainian Research Institute of Social and Forensic Psychiatry and Drug Abuse Ministry of Health of Ukraine and In-country Director of SAMHSA PEPFAR International Addiction Technology Transfer Center-Ukraine. She graduated as a medical doctor in 1991 at the Donetsk Medical University, (Ukraine). After completing psychiatry residency training and receiving psychiatrist degree in Donetsk she worked as a psychiatrist in Donetsk Regional Clinical Psychiatric Hospital for 11 years. From 2003 to 2008 she was a Deputy Chief Doctor of the City Psychoneurological Dispensary of Donetsk on organizational, methodological and advisory work. From 2008 to 2012 - the chief doctor of the City Psychoneurological Hospital №2 of Donetsk. Since 2012 she has been the Director of the Ukrainian Research Institute of Social and Forensic Psychiatry and Drug Abuse of the Ministry of Health of Ukraine (Kyiv, Ukraine). From 2012 – 2017 Chief Psychiatrist and Narcologist of the Ministry of Health of Ukraine. During the last 8 years Dr Pinchuk is a member of the Board of the Ukrainian Psychiatric Association. Since 2008 she worked as an assistant professor of the State Education-al and Methodological Geriatric Center of National Medical Postgraduate Academy, and since 2012 - as a professor. Dr Pinchuk has higher qualification categories in spe-cialties: “organization and management of health care” and “psychiatry”. Over the last 15 years she participated and led the design and implementation of multiple re-search and pilot projects in mental health and addiction treatment. She is a recipient of numerous national awards and an au-thor of more than 90 scientific works, including monographs and training manuals.
Yuliia Yachnik,

Yuliia Yachnik has a medical degree (2010) and specialization in clinical psychology. Presently, she works as a Research Assistant in Ukrainian Research Institute of Social and Forensic Psychiatry and Drug Abuse where she is involved in organizational and methodological work in the field of organization of mental health and addiction services. She coordinates programs in section of Addiction Psychology and Psychiatry, Ukrainian Psychiatric Association. Currently she is working on her PhD concerning risk behavior in adolescents. Her research interest lies
in the field of prevention delinquency and addiction in youth.
Aleksey Kolodezhny
Technical Assistant, Ukraine
Aleksey Kolodezhny is an expert in the field of management and administration in healthcare. Currently, he heads the scientific organizational-methodical and information-analytical department at the Ukrainian Research Institute of Social and Forensic Psychiatry and Drug Abuse. He is the coordinator of administrative programs in the Ukrainian Psychiatric Association. Scientific interests: healthcare organization and reform in Ukraine.
