In response to the Substance Use-Disorder Prevention that Promotes Opioid Recovery and Treatment (SUPPORT) for Patients and Communities signed into law by President Trump on October 24, 2018, SAMHSA has published 10 guiding principles that will assist state and federal policymakers understand what comprises legal recovery housing and provide an overarching framework for best practices.
The 10 guiding principles SAMHSA propose are:
- Have a clear operational definition
- Recognize that a substance use disorder is a chronic condition requiring a range of recovery supports
- Recognize that co-occurring mental disorders often accompany substance-use disorders
- Assess applicant (potential resident) needs and the appropriateness of the residence to meet these needs
- Promote and use evidence-based practices
- Written policies, procedures, and resident expectations
- Ensures quality, integrity and resident safety
- Learn and Practice Cultural Competence
- Maintain ongoing communication with interested parties and care specialists
- Evaluate program effectiveness and resident success
