In 2023, he was by Mayor Quinton Lucas to the Charter Review Commission, a group assembled once every ten years to review Kansas City's constitution.

Julie Solomon has 14 years of experience consulting with police departments and community stakeholders on police reform, crisis intervention, and officer wellness. She serves as the Associate Monitor for Crisis Intervention on the Chicago Police Department Consent Decree. An FBI-trained Crisis Negotiator, she was previously the VP of Emergency Stabilization Services at Wyandot Behavioral Health Center in Kansas City.
At Wyandot, Julie developed key initiatives such as the Crisis Intervention Team (CIT), Police/Mental Health Clinician Co-Responder Program, Jail Diversion Program, and a 24/7 Crisis Center. She also coordinated CIT at the county level and served on the Kansas State CIT council.

He is the founder of NSI Strategies, which supports integrated healthcare environments, and currently works as an Advanced Implementation Specialist for SAMHSA’s Opioid Response Network. Previously, he was the Assistant Vice President of Addiction and Recovery at the National Council for Behavioral Health and Director at the SAMHSA-HRSA Center for Integrated Health Solutions.

Topher started his career in healthcare in 1975 when he volunteered to help establish the Drug Crisis Center. In 1977 he became the first paid Director of the Drug Crisis Center. In 1981 he helped establish the School Community Intervention Program and worked as a counselor for what is now CenterPointe.
Topher attended law school from 1982-1985 and had a general trial practice until 1993. He also served on the CenterPointe Board of Directors during this time.
In 1993 Topher served as the first Director of Development and Legal Counsel for CenterPointe. He became Chief Executive Officer in 2000.
Topher has served on numerous local, state, and national committees to develop policies and practices in the delivery of healthcare services focused on mental health, substance use, and primary care. He is currently serving on the Nebraska Association of Behavioral Health Organizations and the National Council for Mental Wellbeing where he serves as Chair of the Audit Committee.
